"Hingga sekarang rata-rata pelaku yang melakukan korupsi adalah dari kalangan Parlemen, Polisi, penegak hukum, kemudian partai politik," ujar Agus saat mengisi pemateri kuliah tamu di Institut Teknologi Sepuluh November (ITS) Surabaya, Sabtu (2/4). Sebanyak 98 anggota Parlemen yang kini sudah diciduk penyidik KPK, kemudian 49 wali kota atau bupati juga terjerat kasus korupsi dan sudah ditahan. Selanjutnya, 23 pejabat setingkat menteri dan kepala lembaga juga tak luput dari praktik memakan duit rakyat tersebut.
