Ketergantungan Terhadap Sumberdaya Alam Nilai dan arti penting pesisir dan laut bagi bangsa Indonesia dapat dilihat dari dua aspek, yaitu : Pertama, secara sosial ekonomi wilayah pesisir dan laut memiliki arti penting karena (a) sekitar 140 juta (60 %) penduduk Indonesia hidup di wilayah pesisir (dengan pertumbuhan rata-rata 2 % per tahun); (b) sebagian besar kota, baik propinsi dan kabupaten) terletak di kawasan pesisir; (c) kontribusi sektor kelautan terhadap PDB nasional sekitar 20,06 % pada tahun 1998 dan (d) industri kelautan (coastal industries) menyerap lebih dari 16 juta tenaga kerja secara langsung.
