O tema gera muita discussão, tanto em relação aos investimentos que serão realizados quanto à forma como será feito e a quem esses investimentos beneficiarão. Com isso, há uma preocupação recorrente, por parte dos movimentos sociais e entidades da sociedade civil, de como a concretização desse evento irá afetar a vida dos fortalezenses, principalmente aqueles que vivem em torno do Estádio Castelão (onde ocorrerão as partidas) e na rota turística da cidade.
