Faktor pertama yang menyebabkan perbedaan tersebut, adalah dari segi karakteristik pekerjaan yang disupervisi. Pekerjaan mengajar tentu tidak dapat disamakan dengan pekerjaan manual di perusahaan, karena mengajar yang dihadapai adalah peserta didik, melibatkan unsur intelektual dan emosional, sehingga sifat pekerjaannya tidak rutin. Kata kunci dalam supervisi pengajaran bukanlah pengawasan, namun bantuan pada guru untuk meningkatkan pembelajaran (Oliva, 1984: 9).
