Najib, 58 yang merupakan Menteri Pertahanan pada ketika itu telah memeterai pembelian tersebut pada tahun 2002. Pada masa yang sama, rakyat juga kesal di atas harganya yang terlalu tinggi. Dikhuatiri juga kapal selam yang serba canggih itu tidak sesuai untuk kawasan perairan Malaysia yang cetek. Kapal-kapal tersebut masih tersadai di perairan Sabah pada masa ini dan jauh sekali digunakan.
