Skenario II Seorang pengacara berorasi di depan masa dan memprovokasi bahwa Presiden yang sah dapat dihadang sebelum masa pemerintahannya berakhir. Pengacara tersebut kemudian ditahan. Dapat kah komunitas masyarakat mengajukan aduan kejahatan kemanusiaan atas penahanan pengacara tersebut ke ICC?
