The speaker was passionate about the need to abandon the three hours observation a year limit. They understood that teachers were worried about being graded and were at pains to state that any observations should be ungraded, with dialogic feedback given. As far as the ASCL rep was concerned, the fear of being graded was the only thing that stopped classroom teachers and their unions agreeing to this.
