Jag har börjat tro att mycket av New Public Management-paradigmet bygger på en missuppfattning av vad marknader gör bra, och att det ska upp i välfärdsdebatten. Så när marknader fungerar bra går det att sammanfatta med två ekvationer: priset av en produkt är lika med marginalkostnaden som i sin tur är lika med marginalvärderingen. Marginalvärderingen av en vara är betalningsviljan— rika människor kommer alltså att ha en högre marginalvärdering. Priser ska sedan ändras så att det här gäller på alla marknader.
