Blyth, in translating hokku for publication, did not intend to teach readers how to write them.  His purpose, rather, was to explain their meaning in a Japanese cultural context to the West, as well as to make clear that their significance was not only Japanese, but universal.  That is why his translations are sometimes more interpretive than literal.  One has to admit that he did quite a good job of this.
