For those with external income sources, it can be an appealing place to reside; however, finding sustainable employment may prove difficult for others. Much like Baltimore, Southwest Virginia appears to have been overlooked—not due to racial factors, but rather because of a perceived lack of attention from influential decision-makers. In this region, economic class seems to be the predominant dividing line rather than race. "Social apartheid" refers to an informal separation based on economic standing.
