Our analysis indicates the SPR arbitrarily reassigns voters to new localities, likely not in accordance with their IC addresses. Table A shows: 2166 voters remained in their same old Kodlikaliti as 2008, but all their old locality names have been dropped in favour of new locality names in the 2010 by-election roll. We find it difficult to imagine that all these voters have updated their IC addresses and SPR registration in unison, without leaving any one voters with the old IC and addresses.
