Approvata alla fine del 2002, tale direttiva mette al bando l’utilizzo di determinate sostanze nella produzione delle AEE poiché, secondo un criterio di prudenza e sulla base degli studi scientifici disponibili, è presente un rischio per la salute umana e per l’ambiente . La direttiva segue il principio per cui i danni devono essere prevenuti e trattati alla fonte e non rimandati a valle del processo .
