The act is complicated, because it was trying to solve a complicated problem that I have never experienced or witnessed. It looks like the problem is solved. In many of the places where the Voting Rights Act was requiring federal approval of changes in voting, African-American voting is near parity, which seems to indicate that the problem has outgrown the need for strict federal regulation.
