polity polity 凡隔離而自外於城邦的人……他如果不是一隻野獸，那就是一位神仙。(亞里士多德) Wednesday, April 04, 2007 族群政治的宏觀調控 潘永強 連續兩年，在最大執政党巫統的代表大會上，都出現馬來族領袖高舉短劍，接受台下會眾激昂歡呼的場面。巫統大會是這個國家每年一度最受矚目的政治盛宴，但它在國家正要跨向獨立五十周年的前一刻，仍選擇了揮動群族主權意識濃厚的政治符號，不只象徵與宣示意味十足，也說明多族群的馬來西亞歷經半世紀努力，仍遠未建構成為一個成熟的政治民族。 S.M.Lipset在《第一個新興國家》中指出：“所有新興國家和革命以後的社會所面臨的一個基本問題是合法性的危機。”他認為，卡里斯瑪的權威很適合新開發中國家的需要，它使人們出於對領袖的熱愛而發現國家的要求。早年美國的華盛頓就具有整合國家的權威，而且他的隱退形式，“對社會發展有著一種決定性的穩定作用”。華盛頓優雅的退位，使權威來源朝法理型發展。 馬來西亞從獨立以來，同樣面對新興國家都遭遇的整合與認同危機，而且多族群社會更增添複雜性。可是，它沒有卡里斯瑪權威來應付此一危機，而且建國元老如東姑和陳禎祿，皆因整合無力才被迫以不甚体面方式隱退。他們的下台，都源自各自族群內部出現的信任危機，也預示國家整合的艱巨。 無論如何，巫統領袖在政治集會上亮劍，顯然就是划分敵我的符號。按德國思想家施密特的說法，倫理學講善與惡，經濟學講有利與無利，法律學講合法與非法，政治理論講的就是“朋友”與“敵人”的區別。任何族群論述的背後，無可避免地都志在制造敵人，形塑“我們”與“他者”。 全球化的衝擊、民族競爭力的不足、國家資源的短絀，是近年來令巫統日益喪失自信的原因；在區域經濟中，馬來西亞也不具核心優勢，喪失繼續成長的後勁動力。在這些結構性背景擠壓下，導致馬哈迪與阿都拉產生政見分歧，個人利益競逐不過是擴大兩人裂痕。 面對民族自信的流失及其帶來的焦慮，“馬來人會不會在地球上消失”，在政治上往往就牽動巫統菁英階層的矛盾，如果菁英之間要避免發生政治上和權力上的更迭或變動，最廉價與便利的因應方式，就是將壓力轉向外部，制造他者與敵人，將現實權力舞台改造為喧嘩的政治劇場，滿足党內基層的政治消費。馬來西亞族群政治的特性，先天就為區分敵友創造結構上的條件。 由於巫統是國內最主要...
