Okta Kurniawan, M.M Untuk mengikuti sebuah diklat di lingkungan sendiri, tidak lah mudah. Kenapa ? Karena selain memenuhi persyaratan diklat, harus seijin pimpinan atau atasan. Minta ijin merupakan dilema bagi pegawai yang rajin atau yang terbaik di mata pimpinan, sedangkan pegawai yang dianggap tidak memiliki kinerja atau malas, akan mudah mendapatkan ijin mengikuti sebuah diklat. Pegawai terbaik mendapat beban pekerjaan yang lebih dan tidak mendapat kesempatan mengikuti diklat. Saat itu, kesan tentang sebuah diklat adalah tempat bagi orang-orang yang tidak produktif. Dan kendalanya adalah saat promosi jabatan dimana pegawai terbaik tidak mendapatkan kesempatan itu karena terbentur oleh syarat jabatan tersebut yaitu sertifikat sebuah diklat.
