RSD tersebut memiliki hambatan pada saat RBA diajukan ke keuangan daerah, sistem informasi keuangan daerah tidak bisa mengakomodir RBA tersebut, sehingga RSD yang sudah BLUD harus membuat RKA. Sebenarnya jika kita melihat Permendagri No 37 Tahun 2010 ttg Pedoman Penyusunan APBD 2011, kejadian seperti ini tidak terjadi karena lampiran peraturan tersebut pada bagian IV. Hal-hal Khusus No 24 butir b, disebutkan “Bagi SKPD atau unit kerja yang telah menerapkan PPK BLUD pemerintah daerah berkewajiban memfasilitas dan mengakomodasi penyusunan RKA dalam APBD dengan menggunakan format Rencana Bisnis dan Anggar...
