打造多元民主社会！ From Diversity to Democracy！ skip to main | skip to sidebar 打造多元民主社会！ From Diversity to Democracy！ “每个人都知道自己会死，只是没有人愿意记得它”-------------------------《最后14堂星期二的课》 “Cogito Ego Sum 我思故我在”―――――――笛卡尔 Decarte Friday, April 2, 2010 到底议员做些什么？ 州议员，或立法议会会员，顾名思义，当然的工作是在立法议会内，辩论法案，为大众制定政策与法律条文。若是如此，霹雳州的立法议员一年大概上班也不到 20 天而已。那的确让人深思，到底政治人物的工作时间花在哪里？ 美国政治学家伊斯顿 (Easton ， 1979) 将政治界定为：“价值的权威性分配” (authoritative allocation of values) 。这也意指政府透过效益，酬赏或处罚的分配来回应社会压力的各种过程。若是如此，作为政治人物的议员，将无可避免地成为社会上不同的压力集团所施压的对象。而事实上，分配过程并不必然会经过议会或政策，在仅有的法律框架底下，仍然可以进行价值的权威性分配，也就因为如此，议员纵使一整年不需进议会，工作依然不会减少。 在一个巴刹内， 5 档猪肉贩共同投诉说，巴刹外来了一个非法的猪肉贩，由于摊位在外，方便市民，也无需缴付租金，结果抢走了巴刹内同行的生意。根据条例，巴刹外显然不允许摆摊，更何况摆卖的物品和巴刹内的小贩一样，若被允许，或许对巴刹内的小贩不公平。除非公共权力即政府能够永远都拥有足够的资源分配，包括摊位与生意，否则无论如何都必须面对“价值的权威性分配”问题。 巴刹内小贩投诉觉得不公平，若不解决，他们宁愿不缴租金，搬出巴刹外非法卖猪肉也不要在里面惨淡经营。而外面的非法小贩则申述找吃艰难，恳请执法人员不要取缔。由于小贩贩卖的是猪肉，执法人员也有点投鼠忌器，担心被抹黑为阻止华人卖猪肉。另一边厢，市民本身并不在乎谁在哪里卖，但是若较方便与便宜的外头猪肉档被赶走，他们可能觉得自己的利益被剥削了而归咎于给命令取缔小贩的人。 因此...
