서영석 더불어민주당 국회의원(경기 부천시갑, 국회 보건복지위원회)은 4일 경계선지능인에 대한 체계적인 관리와 지원을 가능케 하는 「경계선지능인 지원에 관한 법률안」을 대표 발의했다. 
 ▲ 서영석 국회의원(경기 부천시갑) 이번 제정안은 ▲경계선지능인 정의 규정, ▲경계선지능인의 조기진단·개입, 맞춤형 교육, 자립·고용·직업훈련 등을 위한 기본계획 수립, ▲경계선지능인 권리보장 및 지원, ▲경계선지능인 지원기관 운영 등 경계선지능인에게 생애주기별 특성과 복지 욕구에 맞는 지원을 할 수 있는 내용을 담고 있다.경계선지능인은 지능지수가 약 71~85 범위에 속하는 자로 대한민국 전체 인구 중 약 13.6%에 달하는 700여만 명으로 추정되고 있다. 이들은 제한적인 인지발달 수준으로 인해 사회에 적응하는 데 많은 어려움을 겪을 수 있어 추가적인 교육이나 사회적 지원이 필요하지만, 지적 장애로 분류되지 않아 종합적인 지원을 받지 못하고 있는 실정이다. 또한 경계선지능인에 대한 명확한 통계 및 연구사례가 부족하여 법·제도적 지원에서 외면받고 있다.일부 지방자치단체는 경계선지능인 지원을 위한 조례를 제정하여 진단·교육 등을 지원하고 있다. 하지만 각 지자체의 경계선지능인에 대한 정의 및 지원 방식이 상이하여 경계선지능인에 대한 체계적인 관리와 지원이 어렵고 그로 인한 경제적 부담과 고통을 경계선지능인 가족과 당사자가 온전히 감당하고 있는 현실이다.서영석 의원은 경계선지능인의 특성과 욕구에 맞는 지원을 체계적으로 제공함으로써 경계선지능인의 자립 및 사회참여를 촉진할 수 있는 기반을 마련해야 한다고 입법 취지를 밝혔다.서영석 의원은 “경계선지능인에 대한 생애주기별 지원을 통해 이들이 공동체의 일원으로서 당당히 살아갈 수 있도록 제정안 통과에 만전을 기할 것”이라며, “앞으로도 복지의 사각지대를 줄이고 더불어 사는 사회를 만들기 위해 최선을 다하겠다”라고 전했다.
