I have been musing about the whole President/CIC thing. There is a persistent notion that the President wears two hats, one of civil President and another of Commander in Chief. Let's ignore the notion that CIC is a wartime thing for the moment and assume it is, especially given the persistent states of emergency that are tantamount to war, a full time status these days.The Presidency is not a multiple personality creature. It is not a bifurcated office with two separate authorities somehow dwelling independently within the brain of the President. The President IS the Executive. He holds all Executive authority.
