Transparency and Opacity Creoleness is an open specificity. 關於政府山：保育未說完的故事 26 六月, 2012 走在新加坡市中心的市政區（Civic District），經過一座座從殖民時期遺留下來的建築物：舊國會大廈、政府大廈、舊最高法院大廈、聖安德烈座堂，然後繼續往河口相反方向走，就會到達福康寧（FortCanning）。福康寧，在新加坡開埠以前，叫做「禁山」，是古時馬來國王的宮殿和安息之地。開埠以後，萊佛士（Stamford Raffles）看中了這個離河口不遠的小山丘，可以讓他看着這個港口殖民城市，就在上面興建他的邸宅，並在旁邊興建新加坡第一個植物園。新加坡之後的總督，亦住在萊佛士興建的這個邸宅。於是， 這座小山就被改名為「政府山」（Government Hill）。 新加坡保育「政府山」範本 與此同時，殖民政府亦在政府山下，河口附近興建期間其他政府部門建築和殖民者的聚居地。於是，今日的市政區——一個從開埠以來，直至現在都是新加坡的政治、經濟、文化、宗教中心的區域——逐漸形成。政府山也一直維持着這個政治、經濟、文化、宗教中心的制高點，並同時是總督府的所在，直至1859 年，殖民政府因為軍事需要，而把「政府山」改為軍事要塞「福康寧」為止。福康寧一直維持軍事用途，直至新加坡獨立建國以後。現在的福康寧，已經從政治、軍事用途，轉變為公園，但仍保留着不少軍事要塞的建築。 一路走着，覺得這種城市佈局十分熟悉：殖民政府把整個政治、經濟、文化、宗教中心設立在港口附近，在小山丘上興建總督府和軍事用途。香港不也就是這種佈局嗎？試想像香港開埠初年，那時填海還未填到去今日的國金對出，政府山還在離海邊不遠的地方；或者更準確來說，在1842 年皇后大道開通以前，政府山就在海邊。香港的中環就像新加坡的市政區——一個位於海邊而殖民政府規劃政治、經濟、文化、宗教中心的區域，甚至和新加坡的政府山也很類似，香港的總督也是住在政府山上，只是位置比新加坡的總督更往山上高一點，甚至連植物園（今日的香港動植物公園）也和新加坡最初的植物園一樣，設在何其相近的地方。或者是因為香港岸邊比新加...
